Move Brasil Becomes Permanent, Expanding Credit for Cars, Motorcycles and Electric Vehicles

Brazil’s federal government has made Move Brasil a permanent program, creating a long-term framework for financing new vehicles used by app-based drivers, taxi drivers, delivery workers and other transportation professionals. The law was sanctioned on September 14, 2026, and the program is expected to make up to R$30 billion in credit available over time.

The measure is aimed at renewing vehicles used for work in Brazilian cities. Eligible purchases may include cars, flex-fuel motorcycles, electric motorcycles, electric bicycles and light vehicles used for school transportation and cargo operations. Hybrid models may also qualify when they meet the technical and regulatory requirements established by the program.

According to the Ministry of Development, Industry, Foreign Trade and Services, the new law converted the program’s temporary structure into a permanent policy. The legislation is identified as Law No. 15,503/2026 and includes rules related to financing for drivers and delivery workers.

Who can apply for Move Brasil financing?

Move Brasil is designed for people who use vehicles professionally. The target groups include drivers working through digital platforms, taxi drivers, delivery workers, professionals operating through motorcycle-app services, school transportation providers and workers involved in cargo transportation.

Eligibility is not automatic. Applicants must prove that they perform the relevant professional activity according to the rules for their category, register through the program’s official channels when required and pass the credit analysis conducted by the participating financial institution. The program’s official frequently asked questions page provides guidance on registration, eligible vehicles and the basic conditions for app drivers and taxi drivers.

The program does not guarantee financing to every applicant. Approval depends on the borrower’s documentation, compliance with Move Brasil requirements, the lender’s assessment and the availability of the applicable credit line. Interest rates, down-payment requirements and other conditions may vary by institution and by the type of vehicle being financed.

Longer terms and a higher vehicle price limit

In late August, the government expanded the program’s financing parameters. The maximum repayment period increased to 84 months, while the price ceiling for eligible cars rose from R$150,000 to R$200,000. The changes may broaden access to newer vehicles and give professional drivers more options in the Brazilian market.

The revised rules also cover different types of hybrid vehicles. These may combine an electric motor with an internal-combustion engine powered by ethanol, gasoline or both fuels, as long as the models comply with the program’s requirements. The change places hybrid vehicles alongside electric models in a policy focused on fleet renewal and lower-emission transportation.

The Ministry of Development, Industry, Foreign Trade and Services said the revised rules increased the repayment period and the vehicle price limit for taxi drivers and app-based drivers. The exact conditions still depend on the financing operation and the institution responsible for the loan.

Electric motorcycles, bicycles and charging infrastructure

For delivery workers and motorcycle-app professionals, Move Brasil includes specific financing possibilities for motorcycles, mopeds, scooters and electric bicycles. These categories are especially relevant to urban workers who depend on two-wheel vehicles for daily transportation and deliveries.

The program also includes measures intended to support the expansion of charging points and battery-swapping infrastructure. These initiatives may help address one of the practical barriers to broader electric vehicle adoption in Brazil, particularly for professionals who need to keep their vehicles in operation throughout the day.

Move Brasil gives priority, in certain categories, to new vehicles that are sustainable and produced or assembled in Brazil. This approach links consumer credit to industrial policy, fleet modernization and the gradual introduction of electric and hybrid technology into professional transportation.

How financing works in practice

Applicants must first verify whether they meet the requirements for their professional category and whether the vehicle they intend to purchase is included in the program. They then need to complete the required registration and seek financing through a participating bank or financial institution.

Caixa Econômica Federal, one of the participating institutions, states on its Move Brasil financing page that customers may receive differentiated rates and must complete prior registration through the Move Brasil portal. Caixa also reports repayment periods of up to 72 months for certain financing categories, demonstrating that the conditions offered by a lender may differ from the program’s general maximum of 84 months.

The permanent status of Move Brasil gives professional drivers and the automotive industry greater predictability. For drivers, the main potential benefit is access to structured credit for replacing work vehicles. For automakers and dealers, the program may support demand for new cars, motorcycles, hybrids and electric models. However, each applicant must compare the total cost of financing and confirm all requirements before signing a contract.
